The Republican and Democratic parties will hold Primaries on August 13, 2013, to nominate candidates for the October 1, 2013, Special Election for State Senate District 42. Any necessary runoffs will be held on August 27, 2013. Any person wishing to vote in the primaries and runoffs must be registered no later than Saturday, July 13, 2013.

These primaries will be held under new rules for providing Photo ID at the polling place. Voters will be asked to provide one of the following Photo IDs:

• S.C. Driver’s License
• ID Card issued by S.C. Department of Motor Vehicles
• S.C. Voter Registration Card with Photo
• Federal Military ID
• U.S. Passport

If you have one of these Photo IDs, you are ready to vote. Voters should remember to bring one of these Photo IDs with them to the polling place.

If you forget your Photo ID, you will have the option of voting a provisional ballot and providing your Photo ID to the county election commission prior to certification of the primary or runoff on the Thursday following the primary or runoff.

Voters without Photo ID can get one free of charge from the Department of Motor Vehicles or their county voter registration office.

Voters who can’t get a Photo ID should bring their paper voter registration card without a photo with them to their polling place. These voters can then sign an affidavit swearing to their identity and to their reason for not obtaining a Photo ID and vote a provisional ballot. This ballot will count unless the county election commission has grounds to believe the affidavit is false. For more information on Photo ID, visit or contact your county election commission.

At 9:00 a.m. on election day the County Election Commission will begin its examination of the absentee ballot return envelopes at Waggoner Building, 201 Johnston Street, St. George.

On Thursday, August 15, at 10:00 a.m. the County Board of Canvassers will hold a hearing to determine the validity of all provisional ballots casts in this election. This hearing will be held at Waggoner Building, 201 Johnston Street, St. George.
